PROGRAMME MANAGER (MATERNITY COVER)
BACKGROUND

coordinated mix of inclusive community-based programmes, local to
global advocacy and delivering inclusion advice to other
organisations. CBM Ireland?s current programme portfolio includes
projects in Ethiopia, Zimbabwe, Kenya, Madagascar and Indonesia.
CBM Ireland are recruiting a Programme Manager (Maternity cover) to
join our small, dynamic team. The Programme Manager will be
responsible for all aspects of the organisation?s programme work.
The post will supervise the Programme & Grants Officer, EU Project
Team and Programme Interns/Volunteers. Reporting to the CEO and part
of the senior management team, the Programme Manager will work closely
with programme and fundraising colleagues and with the CBM Global
Secretariat, Thematic and Country Teams.
RESPONSIBILITIES
* Manage and grow CBM Ireland?s grant income portfolio through
partnerships with institutional donors, charitable trusts, foundations
and major donors
* Working closely with CBM Global colleagues, develop quality
results-based funding proposals to the EU, Irish Aid and other
institutional donors
* Ensure CBM Ireland meets all contractual requirements of
institutional donors
* Build and maintain excellent working relationships with
institutional donors
* Manage, monitor and expand CBM Ireland?s international programme
portfolio
* Lead the development, implementation, monitoring and reporting of
CBM Ireland?s programme strategy
* Collaborate with CBM Global colleagues to design quality,
inclusive results-based projects
* Contribute towards meeting best practice in programme management
in CBM Ireland and CBM Global in line with CBM policies and sector
wide approaches
* Develop and monitor CBM Ireland?s programme budget
* Travel to project sites and international meetings as needed
* Feed into relevant CBM Global management structures and ensure
strong collaboration between CBM Ireland and CBM Global teams
* Contribute to the Country Coordination Fora in Zimbabwe and Kenya,
the CBM Global Programme Group, the CBM Global Institutional Funding
Working Group, and other management groups as necessary
* Contribute to internal collaboration and learning on Community
Mental Health, Community Based Inclusive Development, Inclusive
Humanitarian Action and Advocacy
* Oversee the transition of CBM Ireland?s project/grant management
systems to Global Online (Sharepoint-based system)
* Other
* Manage the international programmes team of staff and interns, and
assist with recruitment, on-the-job training and development of staff
and interns as required
* Ensure best practice in line with CBM policies and sector wide
approaches
* Act as Safeguarding Focal Person for CBM Ireland
* Represent and further the vision, mission and values of CBM
* Represent CBM at all for a where important stakeholders in
disability/ development policy are present or relevant issues are
being discussed
* Contribute to own personal development and training to meet the
needs of CBM Ireland
PERSON SPECIFICATION
_ESSENTIAL_
* Post graduate level qualification or equivalent in International
Development, Global Health or a relevant discipline
* Minimum five years? experience working with an International NGO
* Deep understanding of project cycle management, development theory
and practice
* Demonstrable experience of securing and managing multi-year
institutional funding grants
* Proven experience in the design, planning and implementation of
international development programmes
* Proven programme technical capacity and experience in
results-based management
* Financial management skills including programme budgeting and
financial reporting
* Strong communications, proposal and report writing skills
* Fluency in English essential
* Willingness to travel to programme countries and international
offices
* Experience working in multicultural environments and proven
inter-cultural understanding
* Excellent interpersonal skills, line management experience
* Proficiency in external communications with programme partners and
institutional donors
* A high degree of self-sufficiency and initiative, and the ability
to innovate in complex situations and work well as part of a team

* Experience in engaging with Irish Aid and EU grant mechanisms
* Knowledge of Disability Inclusive Development and Humanitarian
Action
* Overseas work experience in International Development and/or
Humanitarian Action
